After the disaster at the Battle of Tsushima, Tōgō Heihachirō's family and various others from leading families of Japan are sent to the United States of America to study and to learn as much as they can about these new leviathans. During their time there, they become involved in espionage and intrigue, and Heihachiro's sons Takeshi and Minoru conduct the first flight of the Pigeon, thus bringing both America and Japan into the Great Sky Race.
